The fight against climate change is a global issue. The canton of Geneva is not spared and the quality of life of its inhabitants depends on it. The State of Geneva has drawn up a new cantonal climate plan which aims to drastically reduce greenhouse gas emissions and anticipate and manage the effects of climate change.
The climate plan is structured in 7 strategic axes and includes 41 measures that define the actions necessary to reduce GHG emissions by 60% in 2030 and achieve carbon neutrality in 2050.
Objectives of the consultation
The State of Geneva encourages the population to contribute to the evolution of the 2030 cantonal climate plan and its 2021-2023 plan of measures in view of its next update. The consultation invites the population to express its views on the strategic axes which imply a greater participation of non-state actors:
- Axis 1 - Energy and buildings
- Axis 2 - Mobility
- Axis 3 - Consumer goods
- Axis 7 - Accompanying change and supporting stakeholders
The consultation does not include the axes concerning adaptation and key issues, such as spatial planning, as these will be the subject of their own consultation processes which are currently being developed.

The proposals collected will be analysed by all the actors and state bodies concerned. Their analysis will be the subject of a report which will be made public. This report will detail and inform about the follow-up to this consultation, the actions that will be undertaken in relation to it and to what extent the proposals will be used to update the plan of measures of the Cantonal Climate Plan 2030.
Following the consultation process (online consultation, workshops, etc.), one proposal per axis will be selected from the collected proposals to be concretely evaluated in the framework of experiments during the year 2022.
